Vous pourrez jouer chaque carte soit sur votre plateau personnel pour accroître votre pouvoir personnel au sein de l'empire, soit sur le plateau principal pour recruter de la main d'oeuvre, construire les palais de l'Empereur, assigner vos officiers, installer vos gouverneurs et participer à la construction de la Grande Muraille.
